In 2004, Shizuoka Prefecture and Hamamatsu City held the Hamanako Flower Expo (Shizuoka International Horticultural Expo/21st National Urban Greening Shizuoka Fair) at Hamanako Garden Park.

To hold the event, an executive committee was established in July 2022 consisting of Shizuoka Prefecture, Hamamatsu City, Kosai City, and related organizations.
